Biosolids are environmentally sound, lower cost, and effective biosolids management technologies with high potential for improving both operational performance and environmental performance of wastewater treatment plants and solid waste management facilities.
The program includes six categories of technical and financial assistance: 1) Financial Assistance 2) Operational Assistance 3) Laboratory Assistance 4) Water Quality Monitoring Assistance 5) Regional Assistance and 6) Programmatic Assistance.
The program is funded by the American Recovery and Reinvestment Act of 2009 (Recovery Act). However, in-kind contributions, as well as funding, are being sought in developing this comprehensive program. The scope and depth of technical assistance will be guided by the resources received.

As part of this work, the Climate Change Impacts and Incentives Program will develop a new Web-based Climate Impact Tool. This Web-based Climate Impact Tool (CCIT) will help decisionmakers identify and understand the climate change impacts of the most commonly used building practices. The tool will combine climate impact models with energy modeling and financial analysis to assist decision-makers in the adoption of climate-friendly building practices and decisions. This tool will be developed to include multiple locations across the country to account for varying climatic conditions.
