Biosolids are environmentally sound, lower cost, and effective biosolids management technologies with high potential for improving both operational performance and environmental performance of wastewater treatment plants and solid waste management facilities. The program includes six categories of technical and financial assistance: 1) Financial Assistance 2) Operational Assistance 3) Laboratory Assistance 4) Water Quality Monitoring Assistance 5) Regional Assistance and 6) Programmatic Assistance. The program is funded by the American Recovery and Reinvestment Act of 2009 (Recovery Act). However, in-kind contributions, as well as funding, are being sought in developing this comprehensive program. The scope and depth of technical assistance will be guided by the resources received. The purpose of this Notice is to publish a Draft Program Solicitation and Request for Proposals (Draft RFP), which establishes programmatic procedures and general guidelines for review and selection of qualified firms to provide programmatic support to State programs that conduct studies, reviews, or consultations and to provide data analysis, design of experiments, modeling, review of plans, evaluation of progress reports, and related technical assistance to the State or local governments.
